Robustness Without Illusions
Government bonds become market amplifiers at the point where the safety of the underlying claim is confused with the safety of the balance sheets built around it. This series has followed that distinction from sovereign-bond demand and repo-funded leverage to dealer capacity, cross-border FX hedging, fiscal repricing and policy intervention. The final judgment is both narrower and more useful than “safe assets are dangerous”: a sovereign-bond market is robust when it can absorb a shock without forcing short-term obligations, concentrated intermediaries and official backstops to reinforce one another.
That definition allows risk and resilience to coexist. A market can contain leverage, duration exposure and non-bank intermediation without being unstable. It becomes more sensitive when positions are large relative to capital, funding must be renewed frequently, collateral terms can change abruptly, many institutions hold the same asset and dealers face the same risk limits. The question is not whether the market has risk. It is whether the market has enough time, balance-sheet capacity and credible institutions to manage that risk when conditions change.
The paradox resolved: safety belongs to the claim, fragility to the chain
A government bond is often called safe because the issuer is expected to make the promised payments and because the bond is widely traded and accepted as collateral. Those are related but different properties. Credit safety concerns the issuer’s ability and willingness to pay. Market safety concerns the ability to value, finance, hedge and sell the position without a disproportionate price move.
In normal conditions, the properties reinforce each other. A bond that investors trust is easier to trade. Its liquidity makes it useful as collateral. Its benchmark yield helps price private borrowing. Those uses attract more participants and make the market deeper. But the same centrality can create a common exposure. The bond may simultaneously be a long-term asset, repo collateral, one side of a derivative hedge and the liquid holding a fund sells to meet redemptions.
The hidden leverage is not necessarily a secret position. It is leverage distributed across contracts and institutions that answer different questions. A gross notional position can be large relative to a fund’s net asset value even when the fund has offsetting trades. A repo can finance a bond position with little cash from the borrower when the haircut is near zero. A swap can reduce currency or interest-rate exposure while creating a requirement to post margin or renew funding. A dealer can make markets, lend cash and stand between counterparties while using one balance sheet for all of those tasks.
When a yield rises, the bond’s price falls if its coupon and maturity are fixed. That direct valuation effect may be economically justified by new information about inflation, growth or public finances. But the price change can also reduce collateral value, increase margin requirements or narrow the room within a dealer’s risk limits. A leveraged holder may sell not because the government will fail to pay, but because the position must produce cash now. If other holders make the same choice, the market’s response becomes part of the event.
This is the central answer to the title question. The asset is not the amplifier by itself. The amplifier is the financing and intermediation system that turns a common, liquid asset into the base for many short-term promises. A small yield move can become a large market move when those promises require everyone to seek liquidity at once.
The scale of the underlying structures helps explain why the issue is system-wide. The BIS reports that NBFIs’ share of sovereign-debt holdings in advanced economies rose from 44 percent in 2021 to 53 percent in 2025. It also reports that around 70 percent of bilateral US-dollar repos and more than 50 percent of bilateral euro repos with hedge funds were transacted at zero haircuts. Those figures do not say that every NBFI is fragile or that every repo will be withdrawn.
